Evaluation of The State Systemic Improvement Plan (SIIP) for Birth to Three (Delaware Department of Health and Social Services) DHSS Birth to Three Early Intervention System developed a State Systemic Improvement Plan (SIIP) The plan focuses on increasing the number of Delaware infants and toddlers who demonstrate progress in social and emotional development. The evaluation is intended to assess the implementation, progress and impact of the SIIP initiative.

Evaluation of the Textile and Apparel Curriculum Development for a sustainable future project (University of Delaware) The evaluation will answer questions about the project’s accomplishment of products, results, and impacts.

Evaluation of The Dare to BE FIRST REU – Biomechanical Engineering Foundations in Impactful Research, Science & Technology (University of Delaware Biomechanical Engineering) The evaluation focused on REU students’ and faculty mentor’s experiences with the program. Specifically, focusing on the extent to which the program environment was conductive to students’ success and integration into the academic and social structure of the group.

Evaluation of the Center for Disabilities Studies Healthy Delawareans with Disabilities Program (University of Delaware) . With funding from the Centers for Disease Control and Prevention (CDC) The Center for Disabilities Studies (CDS) spent four years (2012 to 2016) implementing its Healthy Delawareans with Disabilities (HDWD) plan to address health disparities for people with disabilities. The evaluation focused on assessing program implementation and progress. It also assessed the outcomes, impact and quality of implementation of the program

Evaluation of the Y in Central Maryland 2016-17 Fort Worthington Elementary School 21st Century Community Learning Center Y Enrichment After-School Program (The Y in Central Maryland, Baltimore, MD) The Y Enrichment After-School Program at Fort Worthington engages Kindergarten through fifth graders in comprehensive, high quality out-of-school time activities that give adolescents the opportunity to improve their academic development and performance, physical, social, and emotional well-being. At the same time, aims to develop healthy behaviors and reduce adolescent’s potential for engaging in risk-taking behaviors.

Evaluation of the Delaware Department of Education World Language Immersion Program (Delaware Education Research & Development Center, University of Delaware, DE) Evaluation of the Governor’s World Language Immersion Program (WLIP) to learn about the impact of the program on student achievement in English Language Arts (ELA), mathematics, and language proficiency as well as student, parent, and staff perceptions of the program.

Evaluation of the 2016 New Horizon II Program (The Y in Central Maryland, Baltimore, MD) New Horizon II program provides homeless adolescents in grades 9th through 12th the opportunity to engage in six weeks of (a) academic, (b) workplace development, (c) career options and (d) life skill activities.

(Delaware Education Research & Development Center, University of Delaware) Evaluation of the 2015 and 2016 MPI workshop provided by the University of Delaware, Department of Mathematical Sciences to create, maintain, and strengthen links between academia and industry.

Evaluation of the Getting to Zero Initiative. (Delaware Education Research & Development Center, University of Delaware). A study to identify which supports and resources were particularly valuable to students and their families, and whether any gaps in supports or services existed.

Evaluation of the College Gardens Community Center After-School Enrichment Program. (The Y in Central Maryland, Baltimore MD)

Evaluation of the Healthy Communities Baltimore (HCB) Initiative (HOPE worldwide – Baltimore) A five year Office of Population Affairs funded, multi-site evaluation of an after-school, abstinence education and parental engagement program implemented in partnership with the Y of Central Maryland. The HCB initiative was implemented as part of the Baltimore Out of School Time (BOOST) after-school activities in participating Y of Central Maryland sites in Baltimore city.

The Baltimore Educational Scholarship Trust (B.E.S.T.) (Baltimore, MD)                            Developed a theory of change framework and logic model that connect resources and specific activities with desired outcomes for B.E.S.T. new 14-month prep program. B.E.S.T. is a Baltimore based organization that encourages, supports, and increases educational opportunities for talented, economically disadvantaged African American students from Baltimore.

Truancy Reduction and Prevention Project Evaluation (Baltimore Mental Health Systems, Inc., MD) A two-year assessment of expanded mental health services, truancy and school attendance among students attending three Baltimore City elementary schools.

Kids on the Hill Evaluation (KOH) (Kids on the Hill, Baltimore MD)  Evaluation and technical assistance services to design and implement KOH’s first program evaluation. Documenting their after-school art action program and to outline program enhancement activities.

Evaluation of Youth Sports on Leadership and Youth Development (Cal Ripken, Sr. Foundation, Baltimore, MD)  A multiple year effort to document the impact of summer baseball and softball camps on youth development and character education outcomes.

 Family Planning male research project (University of Maryland, Baltimore, MD) Project coordinator for the University of Maryland, Baltimore Adolescents and Young Adult Clinic (AYAC) Title X program. Coordination included maintaining the RAPID database, providing quarterly and performance measure reports, coordinate the community advisory board meetings and attend mandatory sub-grantee meetings.

Capacity Building Projects

The Unity Project: A Place-Based Capacity Building Strategy for Communities Addressing Teen Sexual Health (Ford Foundation)                                                                                                   A placed-based capacity building project in three communities in the South, Mid-Western and Northeastern U.S. designed to promote equity and reduce disparities in teen sexual health and youth outcomes through youth-adult partnerships around community action and best practice planning.

Research Projects

Understanding the Barriers and Promoters to Communicating Family Cancer History in Black/African-American Families. A discussion with East Baltimore Residents and Key Stakeholders.

Identifying opportunities, gaps and challenges in expanding Science, Technology, Engineering and Math (STEM) (The After-School Institute, Baltimore MD) Survey development, collection, analysis and written report of findings.

Baltimore City Youth Focus group project (Healthy Teen Network, Baltimore, MD)      Healthy Teen Network (HTN) lead a collaborative effort that included the Baltimore City Health Department and the Johns Hopkins Urban Health Institute to develop a city-wide strategic plan to reduce teen births in Baltimore City. S. Jelenewicz conducted a set of youth focus groups to elicit the views of teens concerning effective strategies to prevent teen pregnancy in Baltimore City. Findings were used to inform the strategic plan to reduce teenage births in Baltimore City.

Baltimore City Male Reproductive Health Initiative – S.H.A.R.P. (Office of Population Affairs)                                                                                                                                                             A five year federally funded research collaborative with the Baltimore City Health Department to  connect males ages 12-29 at community and faith-based organizations to reproductive health information, education and services at the University of Maryland Adolescent and Young Adult Center and Baltimore City health clinics. S. Jelenewicz provided

Exploring attitudes regarding male hormonal contraceptive methods (University of Maryland, Baltimore, MD)                                                                                                          Qualitative and quantitative study exploring male and female adolescent and young adult’s attitudes and intentions related to male hormonal contraceptive methods.

Association of Internet Usage and Well-Being Outcomes: An Analysis of Residential College Freshmen (University of Maryland, Baltimore County, MD)                                             Quantitative study exploring how residential freshmen college students’ use of the Internet impacted their well-being.

Youth Leadership

Youth Leadership and Civic Activism Curriculum (W.K. Kellogg Foundation, MD)        Designed and implemented a summer institute for high school students that focused on leadership and civic engagement through didactic and experiential sessions on civil rights, community change and action, and participatory action research.

Youth Leadership and Civic Activism Project (Baltimore Community Foundation, MD) Developed and implemented a two-year pilot leadership and civic activism curriculum with two cohorts of 12th graders at a Baltimore City public charter school – Baltimore Freedom Academy. The program engaged students in a semester of learning – base building, community organizing, activism and leadership, brainstorming on local issues, followed by a semester of participatory action research training and engagement with local community based organizations’ to develop action strategies to address social problems youth identified as being important/impactful for youth and the Baltimore community.
